Abstract

O BVIOUSLY, if one is to serve geographical inquiry in this question of white colonization in East Africa, one must divorce oneself from the purely political, and thus will-ridden, aspect and equally from much that, under the cover of so-called economic science, stands for nothing better than the greed of the individual speculator. One must also try to forget all that has been preached and written by the early explorers, administrators, and adventurers and that is to this day being echoed by those who, splendid ignorance for a guide, succumb all too readily to the dreams of unlimited potentialities. On the other hand, one must remember that even today, with much additional knowledge at one's disposal, factual information is still far too scanty, and the network of interrelating threads still far too loosely woven, to permit that finality of insight into an important geographical problem without which its solution cannot be achieved. To begin with, it is necessary to give a few plain definitions of certain terms as they will be used in this paper:
