Abstract
To get ready for European Union enlargement, the central and eastern European countries (CEECs) had to go through an intensive 15-year transition process. In the field of territorial cohesion, they had to cope with a specific post-Communist environment in face of which the programmes under the Structural Funds encountered difficulties of implementation. This situation must encourage the CEECs to develop innovative and integrated territorial governance systems able to address essential territorial cohesion issues on which the foreign assistance can optimally build.
