Abstract
Several years ago an advertisement for a major fast food joint introduced a little old lady pulling the top bun off of a burger and gazing at a microscopic piece of beef lost in a great big bun. Her surprised response was, “Where's the beef?” I have to say that was similar to my feeling when I looked at the long awaited notice of proposed rule making (NPRM) FAA 2010-0982.
