Abstract

:This article compares vendor challenges in three pilot test projects that explored the technical, operational, and economic feasibility of new Internet-based payment mechanisms designed to support government-to-business procurement operations: two pilot tests of the FSTC eCheck, and one pilot test of the U.S. Treasury's Internet Payment Platform (IPP). We discuss issues related to technology vendor participation in these projects, offer suggestions for pilot test project managers and sponsors, and conclude with suggestions for further research on planning and managing pilot test projects that evaluate emerging information technologies or new software applications.
