Abstract

Energy poverty affects the poorest people the most. Access to energy services is associated with living conditions. Energy poverty is a multidimensional phenomenon that changes in space and time. Research conducted around the world shows that it is a consequence of several overlapping dimensions: political, economic, health, infrastructural, social, energy transfer and climate. The aim of the article is to assess the scale of energy poverty among beneficiaries of social assistance in the Mazovian Voivodship. The analysis was based on the subjective feelings of satisfaction of energy needs in households benefiting from social assistance, the feeling of thermal comfort and the perception of forms of help. The presented analyzes are based on the research carried out as part of the project “Conducting a study on the causes of poverty in the Mazovian Voivodship on the basis of a prepared methodological report and developing a Program for Counteracting Poverty and Social Exclusion in the Mazovian Voivodeship for the years 2023–2026” commissioned by the Mazovian Center for Social Policy (project no. 3/MCPS/05/2022/B/BS). The research was carried out in the Mazovian Voivodeship from June to July 2022 in the form of individual interviews based on PAPI and CATI research techniques. The study was conducted among 1057 beneficiaries social assistance. Our research shows that among the respondents, almost every third had a problem with sufficient heating of the apartment. Possibilities of heating a dwelling also vary depending on the type of household. People most at risk of energy poverty can be divided into two groups: affected by technical problems of buildings or their installation in place of residence and resulting from socio-economic conditions
