Abstract

How is the principal agent of the privatization process—the voucher owner—behaving? How prepared is he for the beginning of voucherization? Does he have well thought-out strategy and tactics? And [if so], what are they? Are the parameters of the sphere in which vouchers can be used sufficiently broad for him? Are the employees of privatized and unprivatized enterprises and the representatives of different social groups equally interested in the privatization of state property? Are the vouchers the principal means of investment or can the owners of privatization checks augment them with their own cash savings? How do people view the first practical steps toward the privatization of state property?
