Abstract

Conduct an internet search for “puppy raiser” and you'll discover a growing number of organizations that purport to train service dogs but that first outsource their puppies to volunteers who agree to feed and care for them while housebreaking and socializing them, and then to return them to be trained as service dogs. When students agree to raise and care for the puppies, what rights, if any, do they have to bring the puppies into campus facilities or campus housing? Must schools open their campuses to puppy raisers, or are they free to welcome them or exclude them as they see fit?
