Abstract

Until recently, it was inconceivable that Turkey might show a deep interest in Africa. Nor was it thinkable that a Turkish foreign minister would ‘attach particular importance to Africa’ within the context of new foreign policy, nor decide to open 15 new embassies in Africa in the next few years (Babacan 2008a). In 2008, Turkish President Abdullah Gul hosted the first ever Turkey–Africa Cooperation Summit from 18–21 August in Istanbul, with the participation of representatives from 50 African countries.
