Abstract

This chapter presents a synthesis of theory and research about the functional roles (responsibilities) of municipal government in the American states. The chapter examines state and local factors contributing to differences in the functional responsibilities of municipalities. It highlights the importance of a broad assessment of state-local governance, with special consideration of state policies that regulate the functional responsibilities of municipal government.
