Abstract

As Superintendent of Documents from 1991 to 1997 Wayne P. Kelley oversaw the Federal Depository Library Program (FDLP) move to a more electronic program through the introduction of GPO Access. Over that period, he also witnessed growing infringement of the commercial sector into government publishing and printing as government agencies have increasingly sought to privatize publication of commercially viable titles. Kelley sought, and continues to seek, ways to ensure free public access to these titles, particularly when government employees and resources have been used to create these information sources. During this interview, Kelley provided a number of insights into the Joint Committee on Printing’s (JCP) role in enforcing executive branch agency compliance with Title 44 and the implications for the future of the FDLP without a JCP or Title 44 revision.
