Abstract

Tate reports the results of a four-state case study of policymaking for teacher education. State systems for governing teacher education, described as policy domains, have developed over the last fifteen years. The metaphor of the state system as a whale is used to encourage reflections about the past, present, and future of the politics of teacher educa tion.
