Abstract
The development of a prototype web-based system for budget offices of State Universities and Colleges is the primary goal of this study. In providing a vivid view of the existing budget offices’ processes, graphic presentations of the budget process cycle, and flowchart of the budget execution process performed. As a result, under the old system, significant flaws in the transactions conducted surfaced. Considering this as a feedback for improvement in the budget process, as depicted in the swimlane and use case diagram, were proposed. The development of the proposed web-based budget management system was done using the model, view, and controller framework. In observing the software development life cycle, the researchers utilized the rapid application development methodology. In the systems’ dry run, the faculty, the staff, and the students gave overall excellent (4.50, 4.62, and 4.67) ratings for functionality, usability, and efficiency. The respondents strongly recommended the adoption of the online system. The evaluation results manifested by Accurateness in Functionality (4.8, excellent), Learnability in Usability (4.8, excellent), and Time Behaviour in Efficiency (4.8, excellent) have all indicated that the system satisfied the requirements. After its full implementation, if some minor flaws may surface, adjustments could just be easily adapted.
