Abstract
In December 1988, during his inauguration speech, Carlos Salinas de Gortari proposed the modernization of relations between the Mexican State and the Church. From that moment on, and during the following four years, academics, legislators, and leaders of different Protestant Churches participated in discussions about the relevance and perils of making legal changes in religious matters. This debate led to the transformation of the relationship between the Mexican State and the creation of the legal figure of Religious Associations. Based on research in newspaper sources such as documents and official announcements of the Churches, the change in the discourse during the four years that the debate on the reforms in religious matters lasted is analyzed.
