Abstract

There is a pressing need to improve public administration of groundwater abstraction and use, given the global need to achieve sustainable resource exploitation and to reduce ‘water theft’ by means of illegal waterwells. The article distinguishes between the dynamics of illegal or irregular abstraction for urban water-supply and for irrigated agriculture. Based on the extensive international experience of the authors, the underlying reasons for illegality are assessed, and ways forward to improve the situation are suggested.
