Abstract

This article discusses the creation in Texas of the Texas Water Development Board, a state agency with the responsibility for making a long‐range comprehensive water development plan. The Texas state legislature also reconstituted the Texas Water Commission as the Texas Water Rights Commission and charged it with the custody, protection, and administration of water rights.
