Abstract

United Resource Recovery Inc. (URR) proposed to build a hazardous waste disposal facility with two components: (1) a surface facility where liquid hazardous wastes would be blended with fly ash and a secret catalyst to create a slurry and (2) leached‐out caverns in the Boiling Salt Dome into which the slurry would be injected for storage. After numerous proceedings, the Texas Water Commission issued an order denying all permit applications because URR had failed to show groundwater would be protected if the slurry was deposited in the wells. A trial court affirmed the order.
