Abstract

<h3>Congress—</h3> Senate Democratic leader Mike Mansfield (Mont) called for an in-depth examination of all existing major federal programs by the Senate's committee chairmen during the congressional session. "The time seems to be very ripe" for such a move, Mansfield wrote the chairmen. "I do not anticipate requests for sweeping new legislative approaches in the 90th Congress. "I would hope to see in the first session the beginning of a major re-examination of what we have done in legislation during the past few years." He named these federal programs as prime subjects for a "top to bottom" shake-up: Medicare, health research, water and air pollution, civil rights, education and urban and rural aid programs, the draft system, foreign aid, agriculture subsidies, income and other forms of taxation.
