Wargaming adjudication in the air-force and other military areas of education

Abstract

Today`s airspace management is severely more complex and demanding than it used to be back in the days. Civilian and military pilots, air-traffic controllers, airspace management teams and members of other services should be well trained and prepared in combined environment before they start to exploit an airspace. Wargaming, as an already well-accepted model and tool in the military education, training, exercises and planning processes can be easily used for tuition and training civil-military air personnel, in the safe environment. Even more, wargaming can be used to improve planning process of civil-military airspace management as it is used to test and prepare plans for air-force and joint operations. In order to use this approach, wargaming requires reliable adjudication system. Adjudicating in wargaming is the process to determine the outcome and consequences of players` decisions. This article introduces a wargaming adjudication tool developed by the Croatian Defence Academy Wargaming team, which is used in military educational wargames, as well as it can be used in wargaming other areas, such as civilian/military air-traffic, too.
