Abstract

Abstract Warehousing prisoners has been a persistent problem in the United States for over 30 years. Strategies to reduce prison populations include limiting admissions to prison and reductions in length of sentences. Nonviolent offenders, particularly drug offenders, account for a large proportion of both federal and state prison populations, mostly due to sentencing changes associated with the war on drugs. Sentencing changes based on three‐strikes legislation and mandatory minimums have also influenced prison overcrowding. Minorities, especially black males, are disproportionately represented in prison populations.
