Abstract

As an authority in the field of anti-doping in sport, the World Anti-Doping Agency (WADA) has been engaged in international anti-doping affairs ever since its establishment. Nevertheless, being independent from any sports organizations, so is it 'not' a sports organization itself, WADA's cosmopolitan power in the field of sports internationally, regarding whence, how and whither, remains discussible. Purpose: This paper conducts a retrospective review on the establishment of WADA, trying to investigate the interaction among the relevant stakeholders and how WADA gained its power within the global community, at the same time hoping to come to a reconsideration regarding what actions Taiwan should take upon the issue. Methods: Qualitative content analysis is conducted as the approach to data analysis, while data to be analyzed is collected from relevant books, journal papers, doctoral theses, and websites. Result: The establishment of WADA is the result of a complex interaction among IOC, nations and international organizations. Owing to the competitive atmosphere among nations, WADA's influence on nations' qualification to host or enroll in international sports games intensifies its power in the field. Its authority even magnifies with the international verification it gains from its collaboration with UNESCO and CAS. As WADA has been growing stronger within the global stage of sport, our government, national Olympic committee, sports federations and professional leagues should all pay more attention to anti-doping policies and issues of doping control, globally and domestically.
