Abstract We present CCD images of Arp 220 (IC 4553) at V, R, and I wavelengths. These images show clearly that the dark lane across the face of the object gradually disappears from visual to near-infrared wavelengths, revealing a single nucleus. Extinction as a function of wavelength between V and R suggests that larger than normal dust grains may be present. It has been proposed by other investigators that enhanced infrared luminosity results from galaxy- galaxy interactions. We derive some conditions on the number density of galaxies implied by this hypothesis based on models for the lifetime of the enhanced activity. We show that random interactions occur too infrequently, but that the number of observed double galaxy systems is too great, to account for the number of IRAS galaxies seen. We suggest that another hypothesis for the origin of high-luminosity galaxies may be in physical conditions that lead to an initial mass function in star formation that is different from that in our galaxy. Since L is proportional to M^3^, if stars that dominate the luminosity were two to three times as massive, on average, as those in a normal galaxy, a factor of 10 increase in total luminosity would be expected.
