Abstract

Overseas Koreans participated for the first time in South Korea’s national assembly and presidential elections in 2012. This paper on the electoral rights for overseas Koreans and their participation in the 2012 elections show how their rights and votes from abroad challenges the traditional understanding of political community and representation in nation-states. The role of digital technologies, particularly the use of internet portals and social media by the Korean state and its electoral candidates in promoting overseas Korean electoral rights and their campaigns, are considered. Such digital mediums and its influence on the nature of public opinion, vote choice, campaigns and electoral outcomes are also closely examined.
