Abstract

The 1965 Voting Rights Act was implemented to eradicate the issues of voter discrimination in state and federal elections. It was designed to ensure that African Americans and other minorities could exercise their constitutional rights. However, in 2012, 2013, states have begun to implement Voter ID requirements. The paper looks at the guidelines as set forth in the 1965 VRA and the application of Voter ID in various states to assses whether or not the implementation of Voter ID is in fact a disfranchisement to African American voters. The paper will discuss whether or not the Voter ID requirement is actually designed to reduce voter fraud, or has it become an institutionalized means of reducing the amount of African American registered voters. It was suggest that in Pennsylvania it was designed to reduce voter fraud when in actuality, Pennsylvania does not have an significant stastically hight incidents of voter fraud. The paper will review a comparative analysis of randomly selected states to determine whehter or not Voter ID is a vioation of the 1965 VRA as well as the 14th Amendment's guarantee of Equal Protection Under the Law.
