Abstract

From Governance to Governance: What Comes After New Public Management? Dieser Artikel versteht sich als ein Diskussionsbeitrag. Es kann behauptet werden, dass sich New Public Management (NPM) als das dominante Paradigma im Hochschulbereich etablieren konnte, wenn auch die empirische Bestimmung haufig schwierig ausfallt, da durchaus unterschiedliche organisatorische Umsetzungsformen bestehen. Gleichzeitig gibt es eine Ernuchterung, was New Public Management alles nicht leisten kann, also eine „Entzauberung“ von NPM. Voranschreitende Vernetzungsprozesse fordern NPM heraus. In diesem Diskussionsbeitrag wird versucht, aufzuzeigen, welche Alternativen in der Governance von Hochschulen bestehen oder sich entwickeln lassen, wie etwa das Network Governance. Es wird aber auch angedacht, welcher „Mix“, welcher Pluralismus, welche Kombinationen und Rekombinationen von Governance im Hochschulbereich moglich oder innovativ waren (und sind). Also was kommt nach New Public Management? This article wants to contribute to the discussion. It can be said that New Public Management (NPM) was able to establish itself as the dominant paradigm in the higher education sector, even if the empirical determination is often difficult, since there are different forms of organizational implementation. At the same time, there is also disillusionment with what New Public Management cannot achieve, expressing clearly a “disenchantment with NPM. Advancing networking processes are challenging NPM. This article attempts to show, which alternatives there exist in the governance of universities, or can be developed at least, for example the network governance. However, it is also being explored, which “mix, which pluralism, which combinations or re-combinations of governance in higher education would be possible and also innovative. So what comes after New Public Management?
