Abstract

The government programs are important sources of information for the analysis of public policies. Based on this assumption we present a set of results of thematic content analysis of these documents, in order to understand the process of agenda-setting behind the introduction of professional courses in public schools. Through this analysis it is possible to have an approach to the agenda-setting process and the formulation of the policy, identifying the issues that led to the decision and the problems it intended to respond.
