Virginia Gov. Glenn Youngkin last month set the stage for what should be a comprehensive discussion of the state's mental health service needs during this year's legislative session. The debate is likely to focus on whether the governor's proposed three‐year plan to transform the state's behavioral health system is sufficiently targeted to have the greatest impact.
