Abstract

Abstract The main objective of this work is to promote a reflection on the twenty years of implementation of the National Higher Education Assessment System - SINAES, with a view to carrying out the historical rescue of its formulation and implementation context, in addition to discussing the evaluation principles, the characteristics, tensions, dilemmas and perspectives for the system. It was found that SINAES incorporated into its structure, over two decades, divergent evaluation visions and principles, which bring the evaluation closer to its objective and regulatory aspects. As trends, we see the weakening of institutional evaluation, in loco external evaluation, and of the system itself, as a basis for regulating the provision of higher education in the country.
