Cities and scientific institutions. The genesis of French scientific centres French scientific institutions are part of urban history. The author points out three major successive periods during the rise of the university over two centuries. First, under the Empire, the academic community's concentration in Paris was reduced when faculties were created in the provinces. When the Third Republic was created, higher education was decentralized due to enthusiasm for reforms and the support of local notables. Since World War II, national town and country planning policies have been added to local needs, creating a new geography of science centered around metropolitan areas.
