Abstract
Arthur P. Brigham, a public relations consultant, 204 E. Melbourne Ave., Silver Spring, MD 20901, was formerly the public affairs officer of the Washington (D.C.) Suburban Sanitary Commission. These suggestions for developing an effective public relations program were presented at AWWA's 1985 annual conference in Washington, D.C., on June 25.
