Abstract

The Health Modernization Act of 2003 introduced the possibility of creating interdisciplinary collaborative associations. The political goal was to modernize outpatient care by consolidating medical care, to increase economic reserves as so often tediously repeated, and to correct the political postulates of over-treatment and inappropriate treatment in outpatient care. The Act has not achieved this goal. Nonetheless, medical centers were established.
