Abstract
A Comprehensive Test Ban would be an effective ban on the long‐term modernisation of their weapons by the nuclear‐weapon‐states and the development of fusion bombs by near‐NWS. There are difficulties with defining and detecting near‐zero yields, but otherwise a CTB can be monitored by existing verification technology. The major problems of a CTB are financial and political.
