Abstract The radial velocities of 144 Cepheids and 39 galactic clusters are analyzed by means of a higher-order expansion of the galactic rotation equation, assuming pure circular rotation. Provision is made to determine the galactic rotation parameters simultaneously and to investigate the effects on these parameters of varying the distance scale. The Cepheid and cluster distance scales are found to agree to within 3.5%. Various other galactic models are compared with a final composite model derived here which has the following parameters: R5= 11.4 kpc; '= -2.29 km/sec-kpc2 ws" $0.35 km/sec-kpc2 W = -0.1 km/sec-kpc4 A = 13.1 km/sec-kpc; K= -3.3 km/sec; LO, BO, VO (adopted) =58 4, $21 5,16.4 km/sec, respectively.
