Abstract

This text was written for a collection published for the 25th anniversary of the founding of IKAB in Bonn, the capital of the Federal Republic of Germany (FRG) between 1949 and 1990. The contribution pursues a comparison between social and educational framing conditions in Europe across the quarter-century 1978 – 2003, looking at how ‘political education’ – or more comfortably in English, citizenship education – fits into this portrayal of wide-ranging and significant social change.
