Abstract

This article aims to determine the guiding elements of the teaching and learning of mathematics at the level of basic and secondary education in Colombia, from a national and international contextual perspective. It was an investigation with an interpretative approach, qualitative paradigm, bibliographic and field design, and descriptive level, with the information collection techniques being the documentary analysis and the interview. The sources were the national ministerial documents in education, as well as those of international organizations and institutions of educational relevance in the matter, and the opinion of the board of directors of the Los Molinos Educational Center and of the Integrated College of the Divine Child of the Department of Santander. As a result, it was determined that the direction can be analyzed from the perspective of the management of educational quality, the competitive approach to education in the area, the overall vision of the institutional system, the pedagogical approach to education, innovation and development , and continuous improvement. It is concluded that the managerial capacity to motivate teacher and student performance in the framework of the effective direction of the processes of teaching and learning of mathematics at basic and secondary education in Colombia, must prevail based on the management of the principles and legal and ministerial mechanisms, which are considered sufficient, sufficient and with great epistemological and pragmatic completeness to pay for educational quality achievements.
