Abstract

Public service sectors in developing countries have been undergoing reform for some time now. This research developed a model of telecommunications as a public service sector in developing countries. The model was validated and found to be in good agreement as compared to twenty randomly selected countries around the world. In addition to the ability to run complete simulations of the telecommunication sector, components of the linear equations comprising the model can be run individually to evaluate specific parts of public service sectors. The model was used to conduct longitudinal studies of the telecommunications sector over a ten year period in the Hashemite Kingdom of Jordan and over a nine year period in Nigeria. Results of these longitudinal studies are presented herein.
