Abstract

One of the promising mechanisms for the defense industry complex, including the production of medical equipment, is considered to be a public-private partnership, based on extra-budgetary funding, since the dominant positions in the domestic industry, as well as in the economy as a whole, are occupied by private company. Experts predicted that the defense industry could become a pilot platform for developing interaction between the state and business in the innovation sphere, as in the defense industry, high-tech products are provided with stable state demand and the prospects for the development of the complex are determined in the adopted programs. The practical implementation of plans to create new medical supplies under extreme conditions will be largely determined by the completeness of the subordinate regulatory framework and the amount of financial resources that the state is ready to allocate through various channels to support the relevant subjects of industrial activity. Domestic manufacturers in almost all sectors have underloaded production capacities and therefore are able, especially with the assistance of the state, implemented under the existing legislation on industrial and investment policies, to increase the output of military products in the required time frame.
