Abstract
Inter-Organizational Information Systems (IOS) have recently been receiving attention as a means of providing strategic advantage to industry. The goals of this research are twofold: to create a tool to aid in determining whether it would be advantageous to install an IOS in a given environment, and to attempt to discover under what conditions such a system would be successful.
