Abstract

Among the surprises in the Bush administration's proposed U.S. federal science budget for fiscal year 2004 is a decision to not slash funding for the U.S. Geological Survey.During the past several budget cycles, the administration has targeted the agency for major cuts below previous budgets, and the President's proposed FY03 budget calls for the transfer of several major USGS water programs. Congress has rebuffed these proposed reductions.
