Abstract

This article discusses a new reality that is confronting water suppliers that calls for establishing more developed, proactive compliance management systems. The article examines some of the driving forces changing the water industry including increased regulation, improved safety, enhanced regulatory focus, and increased public interest. The article also discusses response strategies for utility operators and their boards or commissions to this new reality, keys to building an effective compliance system, environmental and safety policy development, and determining what can be improved. The article provides side bars on Elements of an Environmental and Safety Program, Sample Environmental and Safety Policy Statement, and Utility Environmental Compliance Checklist.
