Abstract

They claim they are nations. They issue passports and citizenships, have their own flags, maintain their own Web sites, engage in international banking and currency speculation, and maintain embassies and consulates around the world. They have no territory, capital cities, or armies. Yet these so-called nations exist only in cyberspace. Long considered a joke, some of these virtual imaginary states have recently gained the attention of law enforcement and bank supervisory agencies around the world.
