Abstract

Significance President Donald Trump's administration is pushing to reform the international trade system and bilateral trade arrangements with US partners to bolster US economic activity. The administration is also pushing to maintain US dominance in key sectors, particularly against China. Impacts Existing trade deals could limit the administration’s ability to isolate China via forthcoming US free trade deals. Trump’s freedom to make new free trade deals could be constrained if Democrats make gains in November’s midterm elections. Further emergency federal money may be needed to support retaliatory tariff-hit US voters.
