Abstract

Abstract : This strategic research paper examines the nature of the increased cartel violence in Mexico, the conditions that caused the cartels to initiate that violence, the actions of the Mexican Government to counter that violence, and the actions of the United States in shaping the environment to enable Mexico to successfully address the violence.
