Abstract
The National Aeronautics and Space Administration (NASA) was formed as a science and technology agency focused on engaging in peaceful activities in outer space. From its beginning, NASA favored broad sharing of its scientific data both domestically and with the international community. As NASA began to grow its Earth science activities in the 1980s, it continued this commitment to open data sharing and resisted pressure to engage in commercial activities that would have required data access restrictions. NASA actively advocated to remove even marginal cost fees on access to its data and developed a vast data distribution system that allowed all users to access data for free online. Throughout its history, NASA has been a leader in open data efforts on both the national and international stage.
