Abstract

The National Institute of Standards and Technology (NIST) and the Department of Treasury’s Automated Systems Division are in a quandary over what to do with 10 000 split sets of Clipper and Capstone escrowed crypto keys. NIST and the Treasury division are designated by the Clinton administration as key escrow agents. Clipper chip keys were to be used in conjunction with special Clipper-enabled telephones while Capstone keys were designed to work with digital devices such as modems.
