Abstract

This case study provides a brief picture of the US federal procurement system, the importance of planning and budgeting in procurement practices and selected current federal procurement practices. It compares the influence of budgeting procedures, elections, terms of office, organizational structure, culture and so on across a number of public procurement practices to derive the basic characteristics of public procurement.
