Abstract

The incremental liberalisation of the Cuban economy may provide new opportunities for the Biden administration’s intended re-engagement of Cuba, but deep-seated American reluctance and Cuban distrust will probably yield a slow, low-key diplomatic process. Reviving diplomatic negotiations on issues of mutual interest, and gradually widening the scope for purposeful travel and restoring family visits and remittances, would be sensible first steps.
