Abstract
Faced with the possibility of insufficient deliveries to one of its water treatment plants, the Metropolitan Water District of Southern California set out to address the problem by connecting two of its existing pipelines. The solution would enable the district to ensure adequate flows to its treatment plant, and it sought to complete the project in just 10 months, roughly one-third the time typically required for an effort of this magnitude.
