Abstract

Cities in countries in transition are becoming more complex systems whose many actors influence one another. The dynamic processes of urban developments in Kosova will have a major effect on socio-economic conditions, cultural development and overall quality of life. So the question is how to manage this? The new planning concept – strategic, participatory planning – is not understood well by key factors in Kosova. The concept of strategic planning, takes into account international standards as: transparency, inclusion, decision making and public participation, making the connection between plans and financing for its implementation, so, the process becomes more effective, easier implemented, and provides the possibility for the stakeholders involved to feel the ownership on the plan. This would provide the possibility for joint utilization of these scarce resources for establishing bases for good urban governance. City centre and surroundings should be integrated through good urban management which enables local government and its citizens to analyze and define their future in terms of targets and goals, starting with the basic identity of the city and what it wants to become!
