The paper is based on extensive onsite research as part of an ongoing program of research on the Russian legal and regulatory framework for housing and urban development. More specifically, it: (a) provides an overview of the federal and local agencies responsible for land allocation; (b) discusses the relationship between urban planning and land allocation; (c) describes mechanisms of land allocation for privatization; (d) examines different scenarios of private-sector land development via selected case studies; and (e) assesses possible directions of further reform in urban land allocation. 1 figure, 30 references.
