Abstract

Title 5 of the California Code of Regulations mandates that there must be a “severe discrepancy” between scores of intellectual ability and academic achievement as one condition of eligibility for a pupil’s identification as having a specific learning disability (SLD). Tables are presented for combinations of selected tests of intelligence and achievement that provide standard criterion values and values for standard error of measurement, which permit the easy determination of a “severe discrepancy” as defined in Title 5. The statistical properties and correct use of the Title 5 procedures are reviewed. Although the methodology employed in Title 5 is not considered best practice, and alternatives are noted, emphasis is placed on the ethical and practical importance of making decisions regarding a pupil’s eligibility as SLD in compliance with Title 5.
